Crucially, the plan doesn’t just add people, it reorganises the city around five main urban centres, three established and two emerging:

  • Downtown & Business Bay, the modern financial and commercial core
  • Dubai Marina & JBR, the waterfront lifestyle hub
  • Expo City, the newest growth centre (post-Expo 2020)

The plan increases residential land by 25%, prioritises mixed-income and transit-oriented communities, and doubles the land dedicated to public beaches, parks and green space.
